بازآرایی نظم منطقه‌ای در غرب آسیا: تقابل الگوهای نظم‌ساز ایران و ایالات متحده آمریکا

چکیده
این پژوهش تحول رقابت نظم‌ساز جمهوری اسلامی ایران و ایالات متحده آمریکا در غرب آسیا را بررسی می‌کند سوال این است که این تقابل چه تغییری در موازنه نظم‌سازی منطقه‌ای پدید آورده است. مبنای نظری قرائت‌های تهاجمی و تدافعی ریالیسم برای فهم توزیع قدرت، بقا، خودیاری، موازنه‌سازی و بازدارندگی. «موازنه نظم‌سازی» به‌مثابه ظرفیت نسبی بازیگران در اثرگذاری بر قواعد و ترتیبات امنیتی، رفتار دیگر بازیگران، حفظ و بازآرایی شبکه‌های همسو، ایجاد بازدارندگی، تحمیل هزینه و محدودکردن آزادی عمل رقیب به کار گرفته می‌شود. پژوهش ماهیتی کیفی دارد و بر تحلیل اسنادی، قوم‌نگاری سیاسی، ۵۴ مصاحبه نیمه‌ساختاریافته و تجربه میدانی پژوهشگر استوار است. شواهد، سه مقطع متمایز را آشکار می‌کنند: مداخله‌گرایی مستقیم آمریکا در ۲۰۰۱–۲۰۰۶، گسترش رقابت شبکه‌ای و نظم‌سازی غیرمستقیم در ۲۰۰۷–۲۰۲۰، و تشدید رویارویی مستقیم در فاصله ۲۰۲۰ تا ۲۰۲۶. نتایج نشان می‌دهد برتری متعارف آمریکا و رژیم صهیونیستی لزوماً به تثبیت یک نظم انحصاری منجر نشده است. ایران نیز، با وجود خسارات راهبردی مهم، در شماری از مؤلفه‌های تعیین‌کننده نظم‌سازی ، احیا و بازسازی تا بازدارندگی، بازآرایی شبکه‌های منطقه‌ای ــ ظرفیت اثرگذاری خود را حفظ کرده است. بر این پایه، فرضیه اصلی پژوهش تأیید می‌شود:

Reconfiguration of Regional Order in West Asia: Competing Iranian and U.S. Models of Order-Making

چکیده English

This study examines the evolution of the order-building rivalry between the Islamic Republic of Iran and the United States in West Asia, specifically addressing how this confrontation has altered the balance of regional order-building. The theoretical framework draws upon offensive and defensive realism to understand power distribution, survival, self-help, balancing, and deterrence. "Order-building balance" is conceptualized as the relative capacity of actors to influence security rules and arrangements, shape the behavior of other actors, maintain and reconfigure aligned networks, establish deterrence, impose costs, and constrain a rival's freedom of action. Employing a qualitative approach, the study relies on document analysis, political ethnography, fifty-four semi-structured interviews, and the researcher's own field experience. The evidence reveals three distinct phases: direct US interventionism (2001–2006), the expansion of network-based rivalry and indirect order-building (2007–2020), and the intensification of direct confrontation (2020–2026). The findings indicate that the conventional superiority of the United States and the Zionist regime has not necessarily resulted in the establishment of a hegemonic order. Despite suffering significant strategic setbacks, Iran has maintained its capacity to exert influence across key order-building components—ranging from recovery, reconstruction, and deterrence to the reconfiguration of regional networks. On this basis, the study’s main hypothesis is confirmed:
