Among the topics discussed regarding desirable governance is the duties of government. Various schools of thought have different theories about the duty of government, including freedom, justice, economic development, etc. In the works of Ayatollah Mutahhari, various interpretations of the goal and duty of government have been presented, including growth, perfection, happiness, justice, and the realization of true humanity. This study attempts to explore a comparative analysis of these concepts by referring to various works of Ayatollah Mutahhari and to examine the results and implications in relation to the duty of government. Comparing these concepts leads to the conclusion that the ultimate limit of growth is indeed true perfection, which is equivalent to true happiness for the individual and society. Furthermore, from the perspective of Shia Islam, government is defined under Prophethood, and the ultimate goal of Prophethood is unity, with its instrumental purpose being justice. Therefore, the duty of government is to bring happiness to society. It can be concluded that from the perspective of Ayatollah Mutahhari, the duty of government will be the realization of justice, and education, security, and freedom are necessary factors for achieving justice and desirable growth and perfection.
