چکیده
متد و الگوی حکمرانی خوب از مباحث تازه و کلیدی است که بیش از دو دهه اخیر به ادبیات توسعه وارد شد و به سرعت توجه همگان را به خود معطوف کرد. حکمرانی خوب برای دوری جستن از نتایج و عواقب حکمرانی بد بوده است، زیرا فقدان یک حکومت مردم سالار و عدم ساختارهای دموکراتیک موجب بروز مشکلات و ناهنجاری هاییی از قبیل: فقر، نابرابری، عدم اشتغال، فساد، عدم بهداشت و آموزش و عدم توزیع مناسب ثروت در سطح جامعه می‌گردد. حکمرانی خوب دارای شاخص‌ها و ویژگی‌هایی چون: مشارکت، حاکمیت قانون، شفافیت، پاسخگویی و مسئولیت پذیری، توجه به آرای عمومی و توافق جمعی یا اجماع، برابری، اثربخشی و کارآیی است. با توجه به آنچه گفته شد، پژوهش حاضر تلاش دارد که به ارزیابی شاخص‌های حکمرانی خوب در جمهوری اسلامی ایران بپردازد. لذا در پاسخ به این پرسش تنظیم شده است که حکمرانی خوب در جمهوری اسلامی ایران با توجه به شاخص‌های آن چگونه است؟ فرضیه‌ای که در پاسخ به این پرسش مورد سنجش قرار می‌گیرد آن است که: در جمهوری اسلامی ایران به جهت آنکه سیاستگذاری در چهار حوزه سیاسی، اجتماعی، اقتصادی و فرهنگی به وسیله دولت و به شیوه عمودی صورت می‌گیرد، نتایج این سیاست گذاری دولت ناهمسو به شاخص‌های حکمرانی خوب است. لازم به ذکر است که روش گرد آوری داده‌ها و اطلاعات، مشاهده و مطالعه است که از طریق مراجعه به کتابخانه و آرشیو اسناد و مدارک و همچنین جستجو در شبکه‌های مجازی و اینترنتی انجام شده است. اما ماهیت پژوهش، توصیفی و تحلیل داده‌ها و یافته‌ها می‌باشد.

The method and model of good governance is one of the new and key topics that entered the development literature in the last two decades and quickly attracted everyone's attention. Good governance is to avoid the results and consequences of bad governance, because the lack of a democratic government and the lack of democratic structures cause problems and anomalies such as: poverty, inequality, lack of employment, corruption, lack of health and education, and lack of proper distribution. Wealth is at the level of society. Good governance has indicators and characteristics such as: participation, rule of law, transparency, accountability and responsibility, attention to public votes and collective agreement or consensus, equality, effectiveness and efficiency. According to what was said, the present study tries to evaluate the indicators of good governance in the Islamic Republic of Iran. Therefore, in response to this question, what is good governance in the Islamic Republic of Iran according to its indicators? The hypothesis that is evaluated in response to this question is that: in the Islamic Republic of Iran, because policy making in four political, social, economic and cultural fields is done by the government in a vertical manner, the results of this policy making by the government are inconsistent with Good governance indicators. It should be noted that the method of collecting data and information is observation and study, which was done by referring to the library and archive of documents and documents, as well as searching in virtual and internet networks. But the nature of the research is descriptive and analysis of data and findings.
