خیابان و رادیکال دموکراسی: التیام بخشی بر نقیصه های دموکراسی های حزبی و نمایندگی دولت های دموکراتیک از خاورمیانه تا آمریکا

چکیده
ناکارآمدی های دموکراسی های نهادینه حزبی در نمایندگی علائق و ترجیحات سیاسی مردم و پاسخگوئی بدان، سبب شد تا امروزه بسیاری از مردم حتی در دموکراسی های خاورمیانه ای و غربی، حکومت ها – حتی حکومت های مبتنی بر انتخابات دموکراتیک- را نمایندۀ واقعی خود ندانند. از این رو شاهد قطع علاقه بسیاری از مردم از شیوه‌های سنتی کنش سیاسی و نظاره‌گر ابداع مجدد شیوه‌های متفاوت و مستقل‌تر عمل و مبارزۀ سیاسی حول محور حضور مستقیم آنان در «خیابان» هستیم، به گونه ای که بعضا خیابان به عنوان یک فضای جغرافیایی جایگزین دفاتر بوروکراتیک حزبی شده است. بنابراین سوال اصلی این پژوهش این است که، تمسک مردم به خیابان چگونه می تواند به عنوان یک پروژۀ سیاسی دموکراتیک، ناکارامدی های دموکراسی های حزبی و نمایندگی سیاسی را التیام بخشد؟ فرضیۀ نوشته حاضر این است که خیابان با خصیصه هائی چون خوانائی، رویت پذیری، قابلیت اعتراضی، قابلیت آزمون پذیری (یک فضای سیاسی جدید) و شکل گیری احزاب جنبشی در آن، از قابلیت تبدیل شدن به آگورا و از استعداد و پتانسیل لازم به منظور شکل گیری یک نوع دموکراسی در قالب رادیکال دموکراسی خیابانی به منظورحل این ناکارآمدی ها برخوردار می باشد.

Street and radical democracy: Healing the shortcomings of party and representative democracies

چکیده English

Inefficiencies of institutionalized party democracies in representing and responding to political interests and preferences of the public have led to the point that today many people, even in Western democracies, do not assume governments – even those governments based on democratic elections – to be their real representatives. Thus, currently we see many people lose their interest in traditional practices of political action, and also we observe the re-invention of more different and independent practices and political struggle centered on their presence in the “street”, such that sometimes street as a geographic space has replaced party bureaucratic offices. Therefore, the main question of the present study is how the public`s resort to “street” as a democratic political project can heal the inefficiencies of party democracies and political representation? The hypothesis of the present study is that street with features such as readability, visibility, protest ability, testability (a new political space), and formation of movement parties has the ability to become Agora; also it has the necessary talent and potential to form some type of democracy in the form of street democracy for solving such inefficiencies.
