Cognitive warfare can be understood as extending beyond information warfare, psychological operations, and media warfare. In this form of warfare, the objective is not merely to convey information or sway public opinion; rather, the aim is to target the mental structures and cognitive processes of individuals and groups. Despite the growing significance of cognitive warfare, a review of existing research reveals that a substantial portion of studies has focused on its conceptual, media-related, or psychological dimensions, while relatively little attention has been paid to developing a comprehensive framework for national security policymaking in response to this phenomenon.This article adopts an innovative approach to comprehensively review the concepts and dimensions of cognitive warfare. It explores the integration of cognitive warfare theories into national security policymaking, the redefinition of national security in the era of cognitive warfare, the pivotal role of threat perception as a key variable in this policy domain, and the significance of strategic narratives. Finally, it examines the dimensions and components of national security policymaking in the face of cognitive warfare, emphasizing the localization of these concepts within the specific context of the Islamic Republic of Iran.
