سناریوهای راهبردی و گفتمان تغییر نظام در اندیشکده‌های آمریکایی: از نظریه تا جنگ رمضان

چکیده
جنگ رمضان ، نقطه‌عطفی در مناقشه چنددهه‌ای واشنگتن-تهران محسوب می‌شود. این مقاله با بهره‌گیری از اسناد و گزارش‌های ۴۰ اندیشکده شاخص آمریکایی، به تحلیل ریشه‌های نظری و عملیاتی‌سازی گفتمان «تغییر نظام» در سیاست خارجی ایالات متحده می‌پردازد. یافته‌های پژوهش نشان می‌دهد که اتاق‌های فکر محافظه‌کار و نومحافظه‌کار نظیر بنیاد دفاع از دموکراسی، مؤسسه امریکن انترپرایز و شورای روابط خارجی، از دهه ۱۳۹۰ ، زیربنای فکری «فشار حداکثری» را به‌عنوان پیش‌درآمدی بر براندازی طراحی کرده‌اند. این چارچوب فکری با بهره‌گیری از نظریه‌های «شکاف‌افکنی قومی » ، «مهار دوگانه» و «بحران‌آفرینی هوشمند»، راه را برای اقدام نظامی مستقیم در سال ۲۰۲۶ هموار ساخت. با این‌حال، سناریوهای پیش‌بینی‌شده در این اندیشکده‌ها با واقعیت‌های میدانی از جمله همبستگی ملی، ناکارآمدی سیاست فشار حداکثری در تضعیف بنیادهای نظام و پیامدهای ژئوپلیتیک جنگ‌های نیابتی، فاصله معناداری داشت. این مقاله با روش تحلیل گفتمان و بررسی مقایسه‌ای گزارش‌های راهبردی، نشان می‌دهد که ناکامی پروژه تغییر نظام، نه‌تنها ریشه در کاستی‌های اجرایی، بلکه در اشتباهات بنیادین شناختی و یکجانبه‌گرایی نظری در مراکز تصمیم‌سازی آمریکا دارد.

Strategic scenarios and system change discourse in American think tanks: From theory to Ramadan war

چکیده English

The Ramadan war is considered a turning point in the decades-long conflict between Washington and Tehran. Using the documents and reports of 40 prominent American think tanks, this article analyzes the theoretical roots and operationalization of the discourse of "regime change" in the foreign policy of the United States. Research findings show that conservative and neo-conservative think tanks such as the Defense of Democracy Foundation, the American Enterprise Institute and the Council on Foreign Relations have designed the intellectual infrastructure of "maximum pressure" as a precursor to subversion since the 1390s. Using the theories of "ethnic division", "dual deterrence" and "intelligent crisis management", this intellectual framework paved the way for direct military action in 2026. However, the scenarios predicted in these think tanks had a significant distance from the field realities, including national solidarity, the inefficiency of the policy of maximum pressure in weakening the foundations of the system, and the geopolitical consequences of proxy wars. Using the method of discourse analysis and comparative analysis of strategic reports, this article shows that the failure of the system change project is not only rooted in executive shortcomings, but also in fundamental cognitive mistakes and theoretical one-sidedness in American decision-making centers.
