International governments are competing to advance their national interests and are trying to improve their national power and strength. The concept of power is one of the main and key concepts of international relations and politics. For a long time, in the theories of national power, it was measured through hard power. But the conceptual developments and the increase in the share and role of other indicators and criteria such as cultural and intangible aspects led to the formation of a new look at power with the concept of soft power.
After the revolution, Iran tried to show its image in the international as a soft power, among the countries that are placed in Iran's strategic environment are Iraq and Syria. Although with the emergence of terrorist groups, Iran has been forced to take advantage of parts of hard power in these countries, but in general, Iran's approach to relations and influence in these countries is based on a soft approach.
Considering that the two countries in question have many differences in various fields, Iran cannot seek to influence and expand its strategic depth in these countries with similar strategies and policies.
