عملکرد شورای حقوق بشر برای حمایت حقوقی از مهاجران در شرایط کووید-19

چکیده
ظهور و انتشار ناگهانی کووید-19، که به سرعت به ابعاد همه گیر رسید، نیاز به واکنش فوری متناسب با شرایط از سوی رویه های ویژه شورای حقوق بشر سازمان ملل متحد و نهادهای بین المللی ایجاد شده بر اساس پذیرش انسان داشت. معاهدات حقوق، کمیته ها این پاسخ طیف گسترده‌ای از حوزه‌هایی را پوشش می‌دهد که کووید-19 در آنها تأثیرات منفی جدی ایجاد کرده است. وضعیت نامطمئن بسیاری از مهاجران به وضوح به دلیل بیماری همه گیر بدتر شده و منجر به نقض شدید حقوق بشر شده است و مهاجرت را به موضوعی بسیار مهم تبدیل کرده است. به همین دلیل در این پژوهش با استفاده از روش کیفی منطبق بر تحلیلات عقلانی به بررسی مسائل مختلف مرتبط با حقوق مهاجرین پرداخته است، و نقش سازمان حقوق بشر در تمامی ابعاد وضعیتی مهاجرین را مورد بررسی قرار داده است. نتایج نشان داده است نکته این است که پتانسیل تحول آفرین اقدامات سیاسی ناشی از بحران کووید-19 در را بیش از حد ایده آل نشوند. اما این در حالی سات که نمایانگر سیاست قابل توجهی هستند، زیرا می‌توانند ناتوانی مزمن سازمان حقوق بشر را برای محافظت از امنیت روزمره و کرامت انسانی مهاجران عودت کننده آشکار کنند.

چکیده English

The sudden emergence and spread of COVID-19, which has rapidly reached pandemic proportions, has required an immediate and proportionate response from the Special Procedures of the UN Human Rights Council and international bodies established on the basis of human rights. Rights treaties, committees This response covers a wide range of areas where COVID-19 has had a serious negative impact. The precarious situation of many migrants has clearly been exacerbated by the pandemic, leading to serious human rights violations and making migration a highly sensitive issue. For this reason, this study uses a qualitative method aligned with rational analysis to examine various issues related to migrant rights, and examines the role of human rights organizations in all dimensions of migrant situations. The results suggest that the transformative potential of political action arising from the COVID-19 crisis should not be over-optimized. But they represent a significant policy, as they can expose the chronic inability of the human rights organization to protect the daily security and human dignity of returning migrants.
