Abstract
Amid rapid technological change, identifying factors influencing Iranian political think tanks’ maturity in technology adoption remains a significant research gap, hindering practical roadmap development. This study identifies and explains these factors using a qualitative approach and thematic analysis based on Braun and Clarke’s (2006) model. Data were collected through semi-structured interviews with 12 managers, experts, and key stakeholders, participant observation, and document analysis. Open, axial, and selective coding transformed raw data into initial, main, and overarching themes. Findings identified four main themes: (1) infrastructure and data architecture; (2) organizational culture and human capital; (3) governance, ethics, and security; and (4) strategy and the interactive ecosystem. Research rigor was established through Guba and Lincoln’s four criteria: credibility, dependability, transferability, and confirmability, alongside expert and participant reviews. Results indicate that technological maturity in political think tanks extends beyond technical processes, emerging from interactions among contextual factors, including innovation adoption capacity; intervening factors, such as bureaucratic barriers; and managerial strategies, including knowledge commercialization. This study presents a thematic framework that clarifies pathways for enhancing maturity and positioning technology as a strategic enabler of policy knowledge production.
