Abstract
As identity-reproducing institutions, state museums serve as vital infrastructures for cultural security, yet they remain highly vulnerable to environmental and human-induced shocks. However, applying imported risk management models in countries with centralized administrative structures, such as Iran, presents significant challenges due to bureaucratic barriers and specific institutional constraints. This study aims to design a context-specific, agile, and integrated model for crisis management and passive defense in state museums, grounded in the principles of sustainable governance. Methodologically, this mixed-methods research was conducted in three sequential phases: first, a systematic literature review following the PRISMA protocol; second, component extraction via thematic analysis; and finally, model validation using the Fuzzy Delphi technique with an expert panel. The findings reveal that enhancing the institutional resilience of museums requires the implementation of a three-layered framework. The first layer, the organizational-human dimension, involves transitioning to a matrix structure during emergencies, forming rapid response committees, and establishing protocols for artifact triage. The second layer, the physical-structural dimension, focuses on non-destructive engineering interventions, the creation of secure safe zones, and micro-climate control.
