Abstract
In the contemporary world, artificial intelligence, as one of the most complex and advanced fields of technology, has become an important competitive focus between major countries, especially China and the United States.In addition to affecting the progress and development of artificial intelligence technologies, this competition has also penetrated the political and legal structure of the international system.The main goal of this research is to examine and analyze the phenomenon of the fragmentation of the artificial intelligence ecosystem in the light of the legal and political competition between these two countries in order to achieve a better understanding of the effects of such competition on the growth,adoption,and development of artificial intelligence technologies. The main question of the present study, which is written in a descriptive-analytical method, is how the legal and political competition between China and the United States can lead to the fragmentation of the artificial intelligence ecosystem and its effects on the innovation and development of this technology? The research findings show that the competition between China and the United States has diverse impacts on the AI ecosystem.The aforementioned competitions have led to challenges and dilemmas,including inadequate legal frameworks,economic and social inequalities, and lack of transparency in algorithmic decision-making.
