Abstract
During Naser Aldin Shah era, one of the main reasons of progress in west reported in their bureaucracy by some Iranian elites. These elites tried to make the rotten existing system more efficient, a system which was used to serve government with patrimonial bureaucracy and threats society and government existence like a malignant tumor. Thus, they gathered features of logical and legal bureaucracy in order to reinforce the half-dead system and to be updated with new modern world step by step in balance, although there were many serious problems and limitations.

Here, the main important part is determination and evaluation of a favorite and efficient bureaucracy system based on elites' thought in Qajar era. Thus, inefficiency of bureaucracy system during this period of time can be determined. The study is based on ten essays belonging to Naser Aldin Shah and Muzaffar al-Din Shah Qajar's period in analytical method in the field of library studies. Results show that, according to elites in Qajar era, administrative modernization should be considered on the basis of fifteen attributes.
