چکیده
فرهنگ استراتژیک مجموعه‌ای از ارزشهای سیاسی و عقاید فرهنگی است که دیدگاه اعضای یک جامعه در مورد تهدیدات، امنیت ملی، جایگاه نظامیان به عنوان یک نهاد و استفاده از زور در روابط بین الملل را توضیح می‌دهد.ازدیدگاه برخی از محققان روابط بین الملل فرهنگ استراتژیک بازتاب عمیقی برتصمیم‌گیری سیاست تسلیحاتی و امنیت ملی دولت‌ها دارد. براین اساس سیاست تسلیحاتی-امنیتی هر کشور،واکنشی به تهدیدهای برخاسته از محیط امنیتی وهدف‌های اساسی آن کشور است. براین اساس هردولتی محیط پیرامون امنیتی خود را در عرصه منطقه‌ای وجهانی تعریف نموده وتهدیدها را شناسایی می‌کند، تا برای مقابله با آن، برنامه‌ریزی کند. بنابراین درک و برداشت درست و منطقی از محیط امنیتی و تهدیدهای منطقه‌ای بیشترین تأثیر را برسیاست وراهبردتسلیحاتی هر دولت می گذارد.که جمهوری اسلامی ایران هم ازاین قاعده مستثنی نیست.
بر این اساس سوال اصلی مقاله این است که فرهنگ استراتژیک ایران چه تاثیری بر سیاست تسلیحاتی و امنیت ملی این کشور داشته است؟ پژوهش حاضر با روش توصیفی-تحلیلی این فرضیه را مطرح می کند که مؤلفه های متعددی برشکل دهی فرهنگ استراتژیک ایران مؤثرند و می‌توان گفت تجارب تاریخی ،آموزه‌های دینی- اسلامی وجغرافیا بیش از هر مؤلفه دیگری در شکل دهی به فرهنگ استراتژیک ایران اسلامی نقش داشته‌اند.

چکیده [English]
This article introduces the concept of strategic culture and tries to investigate its relationships with the Iranian arms policy. strategic culture consist of a code of political values, cultural beliefs regarding threats, national security, the position of the military forces and the use of forces in the international security. In the view of some researchers, the Iranian strategic culture has a determining role in forming arms policy and national security of states. On this basis, the main question of the article is that “how Iranian arms policy and national security have been affected by the county’s strategic culture? The hypothesis of the research is that “based on historical experience, Iranian strategic culture has played main role in shaping the country’s arms policy and national security”.The present research with descriptive-analytical method proposes the hypothesis that several components are effective in shaping the strategic culture of Iran and it can be said that historical experiences, religious-Islamic teachings and geography have played a role in shaping the strategic culture of Islamic Iran more than any other component.
