Abstract
The role of administrative dispute resolution in strengthening political stability is very important and key. Administrative disputes usually arise from conflicts of interest, different interpretations of laws, or structural inefficiencies within government agencies, which, if not properly addressed, can lead to public dissatisfaction, reduced trust in the political system, and ultimately political instability. The author, using a descriptive-analytical method, has concluded that political stability in the societies of Iran and Iraq is achieved when the governmental institutions of these countries can meet the material, cultural, and political needs of society and, by resolving administrative disputes, create a space for dialogue and interaction based on trust and understanding. This process prevents the emergence of instability and reinforces stability not through coercion but through the consent and participation of the people. Therefore, the role of legal and institutional mechanisms in resolving administrative disputes in the laws of Iran and Iraq is considered one of the most important factors in maintaining and strengthening political stability.
