Abstract

In recent years, with the emergence of the fourth industrial revolution and the simplification of cyber systems, technology policy is considered as a vital and valuable element, and its innovation is considered as a component of development and power. We understand the importance of this issue better when the strategic competition of international players - generally the great powers - have pushed the direction of their activities towards research and development in the field of emerging technologies and are currently Turning it into one of the most important strategic advantages in the domestic and global environment. This article assumes the future of geopolitical-geostrategic competition centered on technology and its regulatory type and by using the analytical-descriptive method seeks to answer the question of how "technology" has been transformed by the dual nature of policymaking and regulation. Is? The findings of the research show that advanced technological systems by reproducing new geopolitical components and using its military, security, political, geoeconomic and geocultural functions have a significant impact on the promotion, transformation and development of the progress and power of countries. has it.
