		<Abstract>Dust phenomena are natural phenomena that occur in arid, semi-arid regions, especially in the tropics. The main causes of dust, especially in the south and west of Iran, can be considered as atmospheric instability in the deserts of Saudi Arabia, Iraq, Kuwait and Syria, the occurrence of successive droughts with high intensity and extent in the absence of vegetation. Combining climate phenomenon with human activities and their habitat patterns increases soil degradation, wind erosion, desertification, and nutrient requirements of plants intensifying dust storms. The purpose of this study is to review the legal responsibility of governments on the basis of international legal principles regarding the phenomenon of particulate matter. One of the most important tasks of governments based on these principles is to adopt an environmental protection policy.&lt;br&gt;&lt;br&gt;The researcher in this study intends to emphasize the responsibility of governments to implement some short and long term policies and strategies to improve infrastructure facilities and management methods in sensitive areas of the country to provide the necessary recommendations and suggestions.</Abstract>
